Role Summary
As a Infrastructure Engineer, you will be the responsible for design review, approval, and construction supervision of utilities infrastructure in airport environments, including stormwater networks, BMPs, sewerage, irrigation, raw water, and underground utilities coordination.
The Civil Infrastructure Engineer ensures that all works comply with approved designs, UAE authority requirements, IATA/ICAO standards, and international best practices, and are executed in line with the approved design intent.
On site, the Engineer leads submittal reviews, supervises installation, testing, commissioning, and ensures successful project delivery within the discipline.

Line and Staff Relations
The UIS Civil Infrastructure Engineer reports to the Resident Engineer (Site) and receives functional support from the Head of Practice / Production Director (if required).
In the supervision stage, the Engineer: Takes direction from the Resident Engineer
Provides direction to assigned Engineers, Inspectors, and Surveyors

The Engineer coordinates with:
• Project Director / Project Manager
• Client or delegated contracting authority
• Authorities Having Jurisdiction (AHJ)
• Multidisciplinary teams (Architecture, MEP, ICT, Pavements)
• Contractors, consultants, and subcontractors
• Other stakeholders

Key Responsibilities

Design Review & Approval (Core Role)
Review completed designs for stormwater, sewerage, irrigation, and utility networks.
Verify compliance with UAE codes, ICAO, IATA, and international standards.
Assess constructability, hydraulic performance, and coordination with other disciplines.
Review and approve shop drawings, material submittals, method statements, and calculations.

Construction Supervision
Supervise installation, testing, commissioning, and handover of infrastructure systems.
Ensure works are executed in accordance with approved drawings and specifications.
Coordinate technical issues with contractors and other disciplines.
Ensure contractors obtain required NOCs and permits from AHJs.
Monitor site progress, quality, and compliance through regular inspections.
Supervise inspectors and ensure quality of inspections and reporting.

Submittals & Technical Management
Review all construction-related submittals including shop drawings, materials, mock-ups, calculations, and as-built documentation.
Prepare technical comments on NCRs, RFIs, and material approvals.
Issue technical recommendations and coordinate approvals through the Resident Engineer.
Support variation orders, Engineer’s Instructions, and change management processes.
Assist in claims review and technical evaluations.

Coordination & Site Support
Coordinate infrastructure works with pavements, structures, MEP, and ICT systems.
Manage design clarifications, RFIs, and site modifications.
Ensure proper coordination of underground utilities and avoidance of clashes.

Quality & Reporting
Ensure QA/QC compliance for all works and deliverables.
Monitor construction quality at all stages (installation, testing, commissioning).
Support preparation of weekly and monthly progress reports.

Testing, Commissioning & Handover
Attend testing and commissioning activities.
Verify system performance against design requirements.
Ensure as-built documentation and O&M manuals are complete and accurate.
Ensure successful project handover in compliance with contract requirements.

Profile Specifications – Minimum Requirements
Experience
8–12 years of experience including site supervision and management consulting experience (mandatory).
Minimum 5 years experience in the Middle East (mandatory).
Experience on large-scale infrastructure projects in the Middle East (mandatory).
Airport project experience is an advantage (not mandatory).

Education
Bachelor Degree in Civil / Infrastructure Engineering.

Memberships & Certifications
UAE Society of Engineers membership preferred.
Professional certifications preferred but not mandatory.

Knowledge
UAE authority requirements and infrastructure standards.
Stormwater, sewerage, irrigation, and utility systems design principles.
Hydrology and hydraulic systems (Rational Method, Hydrographs, etc.).
Geotechnical engineering and soil mechanics.
International standards (ICAO, IATA, FAA, etc.).

Software Skills
AutoCAD, Civil 3D.
Hydraulic modeling tools (StormCAD, SewerGEMS, MicroDrainage, etc.).
MS Office (Word, Excel, Visio).
BIM coordination tools (preferred).

Soft Skills
Strong leadership and coordination skills.
Excellent communication (written and spoken English).
Ability to manage multidisciplinary teams and site challenges.
